Main goal:
- The overall goal of the project is to further strengthen and build a functional, efficient and sustainable readmission system at all levels of executive power that will be able to adequately respond to the dynamics of acceptance, referral, integration and provision of appropriate support to vulnerable categories of readmitted BiH citizens.
Specific goals;
- Drafting of two Protocols will ensure access to the corresponding rights for two categories of vulnerable readmitted BiH citizens: adequate acceptance and accommodation of elderly, chronically ill and disabled readmitted BiH citizens; assistance to readmitted psychoactive substance addicts in the process of rehabilitation and integration
- Securing accommodation capacities in specialized institutions, and/or procurement of medical/diagnostic devices; rehabilitation of the remaining housing units, with the previously ensured contribution of local communities; rehabilitation of the existing facility within the center in Mostar, and its technical equipment
- Drafting of “Manual for procedures towards ensuring corresponding rights and integration of BiH citizens returning under readmission agreements” which indicates the possibilities that exist in current legislation, administrative practice, and which have been identified as the best way to facilitate the integration of readmitted BiH citizens; drafting of “Information sheet for BiH citizens returned under readmission agreement”, which includes all the necessary information and contacts for further exercise of rights in the local community
- Establishing Software system for monitoring housing units, renovated for the temporary housing of readmitted BiH citizens, keeping records of its use and management; improvement of the existing Information System regarding readmitted BiH citizens
Target groups: Vulnerable categories of readmitted citizens of BiH (minor children without parental care, the elderly, chronic patients, psychoactive substance addicts and marginalized groups) who require further support from the state, entity institutions, Brcko District BiH, cantonal authorities and local communities in BiH.
Final beneficiaries: BiH nationals, with special emphasis on vulnerable categories of BiH citizens who return from FR Germany and other EU member states on the basis of the readmission agreement.
Some of the expected results:
- Protocol on cooperation in the procedure of admission and temporary accommodation of readmitted BiH citizens in institutions for the elderly, chronically ill and disabled persons concluded with two specialized institutions.
- Protocol on cooperation in the procedure of providing therapy and detoxification for addicts of psychoactive substances returning to BiH on the basis of a readmission agreement concluded with four specialized institutions.
- Strengthened existing accommodation capacities in specialized institutions, and/or procured medical/diagnostic devices that provide quality services to both, users of specialized institutions, and readmitted BiH citizens.
- Renovated accommodation facilities in the Home for children without parental care Sarajevo, with which the Ministry for human rights and refugees BiH has signed Protocol on cooperation in the procedure of acceptance, escort and temporary care of unaccompanied children who return to Bosnia and Herzegovina on the basis of the readmission agreement, in order to take care of readmitted minor children.
- Prepared “Manual for procedures towards ensuring corresponding rights and integration of BiH citizens returning under readmission agreements” for officials in the competent institutions and local communities, which indicates the possibilities that exist in the current legislation, administrative practice, which are identified as the best way to facilitate the integration of readmitted BiH citizens.
- Prepared Information sheet for BiH citizens returned under readmission agreement” which provides contact details of local readmission teams and commissioners, as well as important information for further exercise of rights in the registry office at the local community.
- Existing Information system regarding readmitted BiH citizens is improved.
