1. Background
1.1 Hilfswerk International general information:
Hilfswerk International (HWI) (represented by Hilfswerk International gmbH) is one of Austria’s leading non-profit, non-party and cross-denominational organisations with its headquarters in Vienna, Austria. It provides both long-term international development assistance as well as humanitarian aid for victims of conflicts and environmental disasters. Its particular strategic focus is on long-term capacity development of the most vulnerable population sectors, i.e. women, children, elderly and ethnic minorities, in terms of organizational and institutional development.

Hilfswerk International has been implementing emergency relief projects, humanitarian aid and sustainable development projects in Africa, Central Asia, Eastern Europe, Latin America, the Middle East, South and South East Asia and South-Eastern Europe since 1978. It finances its worldwide projects through national and international project funds for development cooperation and emergency relief, as well as private donations, corporate social responsibility and sponsoring.

We strive for structural poverty alleviation in our programmes and projects which are implemented in close cooperation with local Hilfswerk International mission offices and local civil society organisations. Our mission is to combat poverty and hardship in developing countries through the promotion of economic and social development intended to lead to a process of sustained economic management and growth, linked to structural and social change. In terms of humanitarian aid, the purpose of the organization is to provide immediate relief in emergencies and countries of transition, focusing on health and social care, especially after natural catastrophes, in war and famine-stricken regions, and in regions affected by sustained major economic depression. With projects all over the world, we have gained extensive experience in supporting people with various cultural, social and political backgrounds on national and regional levels.

1.2 Information about the employer:

HWI presence in the South Eastern Europe and Balkan region started already in 1994. HWI Mission in Bosnia in Herzegovina (BiH) has been established in 1996, and since has successfully and continuously
provided support and relief in the country and Western Balkan (WB) region. HWI has strong and respectable references in BiH through continuous work with various donors, most of all with: the EU, Austrian government (ADA, BMI), AMIF (EU fund for migration), UNHCR, UNDP, US Government (BPRM), Dutch government and BiH government at all levels, and numerous other bilateral donors. The total volume of 122 implemented projects in almost every municipality/city in BiH in the period of almost 30 years is more than EUR 89 Million. Over 20.000 persons, mostly vulnerable underprivileged populations, were directly assisted through a variety of actions.

Since the beginning of its engagement in B&H, HWI has diversified activities in the country towards poverty reduction, socio-economic development, strengthening civil society's role in human rights promotion, and support to the most vulnerable groups in reconciliation, reintegration, and social integration. In addition, HWI has been actively engaged in institutional capacity building, particularly supporting institutions in the Western Balkans in the context of migration management. Through targeted initiatives, HWI has worked to enhance the effectiveness of migration governance, improve coordination among relevant stakeholders, and strengthen institutional frameworks to ensure sustainable and rights-based migration policies.

2. Purpose of the vacant position
The Fundraising and Proposal Development Coordinator will be responsible for identifying, pursuing, and securing new funding opportunities from institutional donors, international agencies, and private sector partners. The incumbent will lead the teamwork in development of high-quality project proposals and ensure alignment with donor requirements and organizational strategies.

3. Key Responsibilities
▪ Funding Identification:
* Monitor funding possibilities and identify relevant calls for proposals from international donors, governmental agencies, private foundations, etc.
* Conduct donor mapping and assess potential funding sources aligned with organizational
  priorities.
* Develop and maintain relationships with key donors, funding agencies, and strategic partners.

▪ Proposal Development:
* Lead the preparation of concept notes, project proposals, and supporting documentation for funding applications.
* Ensure project proposals align with donor guidelines, organizational priorities, and contextual needs.
* Coordinate with internal teams and external partners to develop comprehensive and competitive proposals.

▪ Strategic Planning:
* Contribute to the development of the organization’s fundraising strategy and donor engagement plan.
* Support program teams in identifying funding gaps and designing innovative projects.
* Maintain a repository of past proposals, donor guidelines, and lessons learned for future reference.

▪ Other duties:
* Perform other duties related to ongoing projects as assigned by the employer, in line with the organization's needs and priorities.

4. Qualifications and Experience

▪ Degree in International Development, Humanitarian Affairs, or a related field is an advantage, if combined with the relevant experience.
▪ Minimum 10 years of experience in fundraising, donor relations, and project proposal development, reporting, or other relevant field of the project cycle management.
▪ Strong knowledge of international donor landscape, international donors, governmental agencies, private foundations, etc. Knowledge of the EU/AMIF funding environment and its guidelines is considered an asset.
▪ Strong written and verbal communication skills for preparing project proposals, reports, and donor correspondence. Ability to research funding opportunities, analyze donor requirements, and align proposals with     organizational objectives. The candidate should be able to prove track record of successful proposal development.
▪ Ability to work innovatively, under tight deadlines, manage multiple tasks, and collaborate effectively with diverse teams, with minimal supervision and in a self-motivated manner.
▪ Strong experience and knowledge in project budgeting are highly desirable and are considered strong assets.
▪ Proficiency in English (knowledge of additional languages is an asset)

General Competencies
▪ Computer Skills: Proficiency in MS Office (Word, Excel, PowerPoint) and project management software. Experience with donor databases and financial tracking tools is a plus.
▪ Driving License: A valid driving license of B category and willingness to self drive for meetings, field visits, and networking events is desired.
▪ Self-motivation: Positive, constructive, can-do attitude.
▪ Teamwork and Collaboration: The ability to work effectively with colleagues and diverse teams, coordinate with multiple stakeholders, and contribute to a cooperative work environment is essential*.
