Workshop "Protocol on Cooperation in the Procedure of Ensuring Therapy and Detoxification for Addicts of Psychoactive Substances Who Return to BiH on the Basis of the Readmission Agreement"

In the period from July 17th to 19th 2024, in Hotel Kardial, Banja Vrućica, (Teslić) the first Workshop was held for the development of the “Protocol on cooperation in the procedure of ensuring therapy and detoxification for addicts of psychoactive substances who return to BiH on the basis of the agreement on readmission” under the leadership of the Ministry of Human Rights and Refugees of Bosnia and Herzegovina and the implementing partner Hilfswerk International: (HWI).

The workshop is conducted within the project “Support to the system of acceptance and integration of citizens of Bosnia and Herzegovina who return on the basis of the readmission agreement – phase II” which is financed by the Federal Office for Migration and Refugees of the Federal Republic of Germany (BAMF).

The goal of this project is reflected in the further strengthening and construction of functional, efficient and sustainable system of readmission at all levels of executive power that will be able to adequately respond to the dynamics of acceptance, referral, integration and provision of appropriate support to vulnerable categories of readmitted citizens of Bosnia and Herzegovina.

The workshop was held with the aim of creating a protocol that will define the ways of cooperation and responsibility of all actors in the process of acceptance and providing assistance to readmitted persons addicted to psychoactive substances in the process of rehabilitation and integration. The goal is to create a finalized document that outlines how to cooperate and what activities are involved in this process.  

Representatives of the Ministry of Human Rights and Refugees, together with entity and cantonal coordinators, actively worked on creating, harmonizing and adjusting the content of the protocol. By establishing clear procedures and precisely defining responsibilities, the protocol aims to facilitate the process of providing essential therapy and detoxification services to persons facing addiction after returning to BiH. This will ultimately contribute to a comprehensive support system, encouraging the successful rehabilitation and reintegration of BiH citizens struggling with this serious issue.

Discussions at the workshop resulted in the definition of conclusions and an agreement on the next steps within this and other project activities, including giving comments on the preliminary version of the document.

The workshop ended with a review and discussion of the current situation in the field of readmission and acceptance of vulnerable categories of readmitted BiH citizens, which represents another step towards the improvement and preservation of the visa-free regime for BiH citizens.
